Starting from January 1, 2026, new rates of customs duties for customs operations related to the release of goods will come into force in Russia.

According to the proposal of the Ministry of Industry and Trade of the Russian Federation, the rates will be indexed taking into account the level of accumulated inflation.

The amendments were approved by Decree of the Government of the Russian Federation No. 1638 dated 10/23/2025 "On Amendments to Decree of the Government of the Russian Federation No. 1637 dated November 28, 2024".

The document was published on October 25 on the official legal information portal and will enter into force on January 1, 2026.

The maximum customs duty rate for imported goods has been significantly increased. It will amount to 73,860 rubles. Previously, the maximum rate was set, which has not changed since 2004 and was 30,000 rubles.

At the same time, the cost threshold for its use has been raised: now it is valid for goods worth 10 million rubles instead of 7 million, as before.

The previously indexed rates will be increased by the level of accumulated inflation only in the amount of the difference between the previously indexed rates, the Ministry of Industry and Trade noted.

Customs duty rates for radio electronics products, for which the maximum rates of 30 thousand rubles were previously applied. Regardless of the volume of supplies, starting from January 1, they will also amount to 73,860 rubles.

In addition, the rates of customs duties for goods whose customs value is not determined or declared will be indexed.

The rates charged for exported goods and goods imported by individuals for personal use, as well as for water and aircraft, will remain unchanged.

In addition, for certain categories of goods determined by a special list, customs duties for customs operations will be paid in a fixed amount of 73,860 rubles.
