The Ministry of Industry and Trade is discussing with relevant authorities the issue of labeling foreign goods imported through online platforms, Forbes reports, citing the agency's press service.

We are talking about smartphones, phones, tablets and laptops for personal use, purchased abroad. Mandatory labeling of electronic products on the Russian market may begin in December 2025.

According to the ministry, in 2023, the share of counterfeit copies of brands and devices with false information about them among phones and smartphones amounted to about 31% of the total market. The reliability of such devices is questioned by the Ministry of Industry and Trade: according to his information, every month in Russia "about ten smartphones explode."

According to lawyer Vladimir Chikin, partner at Timofeev, Gusev & Partners law firm, the labeling requirement means that all shipments of devices from abroad for personal use must be marked with an "Honest Mark." "I can't imagine how to provide this physically, it's practically impossible. Foreign stores will have only one option left — to import these goods into the customs territory of the Customs Union in advance, place these goods in a customs warehouse, mark them there with an Honest Mark, and then release them into free circulation with payment of the customs duties due," he said in an interview with Forbes.

The expert suggested that the initiative is aimed at blocking the access channel for electronic equipment to Russia through online duty-free shops. The introduction of labeling for cross-border purchases may lead to the fact that goods will no longer be supplied to the country, he predicted.

From June 10, 2024 to April 30, 2025, an experiment on labeling laptops and phones is taking place in Russia. After the end of the test period, it will become mandatory for the listed electronics.

The law on labeling of goods was signed by Russian President Vladimir Putin on January 1, 2018. The main goal is to combat counterfeiting.
